The Blue Ensign with horizontal yellow anchor is the government ensign used by departments not authorized a distinctive badge, i.e. it is the 'default' government ensign.

This particular example is a printed flag, it has a historically repaired tear across the Union Flag and a small tear in one blue strip but is otherwise an interesting display piece. The anchor was applied to the flag by the flag maker.
